Certainly! Csound is very capable of generating sounds for techno or any other style of electronic music. You can use Csound to create or manipulate samples that you arrange in another program (like a digital audio multitracker) or you can use Csound's flexible score format to compose your entire piece.
There is even a mailing list devoted to using Csound for techno (although I don't think it is very active these days):
